APAC Offshore Commissioning Site & Project ManagementDevelop, implement and maintain a robust commissioning framework across people functions, to deliver and continuously improve the quality and cost effectiveness of services. Provide commissioning expertise and coordinates commissioning resources for the development of commissioning related deliverables, including participation in constructability, operability activities and engineering design reviews.Responsibilities
  • The role encompasses all aspects of project management and the Offshore Commissioning Manager is responsible of its Budget, the On time delivery, the quality and Customer acceptance of the commissioning scope to be implemented.
  • Provide management support for the commissioning activities during the preparation and execution of the project.
  • Provide land support to ensure that the commissioning scope is delivered and integrated in the overall project plan, commissioning tasks are performed in a safe and timely manner in accordance with the contract, budget and time schedule, and plant start-up, testing and commissioning procedures are implemented in a standardized method and observations/results are documented in a consistent format.
  • Plan and oversee all technical resource activities related to the turbine commissioning, warranty, parts and tool management with special focus on the planning commitments made.
  • Provide technical support during the assembly and the quality check for the components in the assembly plants.
  • Ensure flawless execution and seamless transition from Commissioning to O&M.
  • Work jointly with the Commissioning Operations Manager to prepare the plans and mobilization schedule, detail scope of work and establish critical paths assessment for commissioning activities planning, manpower and contractual scope of work.
  • Responsible for development of work packages of the commissioning stage, port calls management and procurement follow up of critical components.
  • Liaise with main project stakeholders and anticipate and direct timely and effective responses to problems, ensuring that overall installation and operations are conducted in accordance with company policies and procedures, comply with all applicable regulations and fulfill quality, schedule and budgetary requirements while maintaining innovative customer satisfaction.
Qualifications
  • Systems application experience and knowledge a must (SAP MM module is highly desirable or other ERP).
  • Experience in offshore industry projects site construction, with multinational team and subcontractor workforce.
  • Experience in design, commissioning and service of power conversion systems.
  • Good inter-personal and communication skills, be numerate and literate. Effective IT skills and the ability to work with minimum supervision is essential.

  • Knowledge of operation of WTG systems such as Pitch system, Yaw system, cooling circuits, elevator, hydraulic systems.
  • Proficiency in Microsoft Word and Excel.
  • Self-motivated, highly organized, and detail oriented.
  • Capable of handling multiple tasks or assignments simultaneously and efficiently without direct supervision.
  • Ability to organize and coordinate cross functional teams required to work closely during a project's start-up, testing and commissioning phase.
  • Ability to establish and leverage relationships with key stakeholders to proactively initiate requests for support from targeted internal and external subject matter experts needed to address plant startup and commissioning requirements.
  • Frequent travel required (dependent upon project cycles and offshore rotation)
Education, Experience, and Licensing Requirements:
  • Bachelor's Degree in electrical engineering or Mechanical Engineering, Marine Electro Technical Officer (ETO) STCW III/6 or Chief Mate/Master STCW II/2 Unlimited.
  • Minimum 5 years Engineering experience or other related field including a minimum 3 years of experience in power electrical system.
